How to Request an Irving Birth Certificate

To get an Irving birth certificate, go to the Dallas County Clerk in person, mail your request, or order through the state portal online. In-person is fastest. Just bring a valid photo ID and your payment.

Under Texas Government Code Section 552.115, birth records are restricted until 75 years after the birth date. Only qualified applicants can get a certified copy. That means the person named on the record, their parents, siblings, spouse, children, grandparents, legal guardian, or legal representative with documentation.

For mail requests, use Texas Form VS-140 from the DSHS, available at dshs.texas.gov. Get the form notarized and include a copy of your valid photo ID. Send with your payment to the Dallas County Clerk. Check the county website for the current mailing address and payment methods before sending.

Online orders through texas.gov are processed by the state DSHS in Austin and take 15 to 25 business days. Mail orders to Austin take 6 to 8 weeks. Walk-in service at the Austin DSHS office is at 1100 West 49th Street, open Monday through Friday, 8:00 AM to 5:00 PM.
