Mission is in Hidalgo County, one of the largest counties in South Texas. The Hidalgo County Clerk in Edinburg holds birth records for Mission and all other communities in the county. Edinburg is the county seat, and the clerk's office is the main location for in-person requests. Birth records go back to 1903 and are on file at both the county level and the DSHS state office in Austin.

For Mission residents who need birth records for births outside of Hidalgo County, the county clerk can access abstract (short form) certificates through the state remote system going back to 1926. For pre-1926 out-of-county records, contact the specific county of birth or the DSHS state office directly.

Mission residents can get a birth certificate in person at the Hidalgo County Clerk in Edinburg, by mail, or online through an authorized vendor. In person is fastest. Mail and online orders take more time but are useful if visiting the office isn't practical.

Texas restricts birth records for 75 years. Under Texas Government Code Section 552.115, only qualified applicants can get a certified copy. Qualified applicants include: the person named on the record, their spouse, parent, sibling, child, grandparent, or a legal representative with proper documentation. Valid government-issued photo ID is required for every request.

The Texas VS-140 is the official application form. Download it from the Texas DSHS website. For mail requests, notarize Section 6 and include a photo ID copy with your payment. For online orders, use Texas.gov. Check on any pending order at dshs.texas.gov/orderstatus or call 888-963-7111.

Have the following information ready before you apply:

  • Full name as it appears on the birth record
  • Date of birth and county (Hidalgo County)
  • Full maiden name of the mother
  • Your name, address, and relationship to the person named on the record
  • Valid government-issued photo ID (copy for mail)
  • Payment in an accepted form

Birth Certificate Types for Mission Residents

Texas offers several birth certificate formats. Knowing which one you need prevents a second trip or a second order. Always confirm before you apply.

The long form is a full certified copy of the original birth record. It includes the hospital, physician, detailed parent information, and any history of corrections. You need this format for a U.S. passport, Texas driver's license, and most federal identification purposes. The Hidalgo County Clerk can issue long form certificates for births that occurred in Hidalgo County. For births from other Texas counties, the county issues an abstract (short form) instead.

The short form is an abstract showing current core information only: name, date, place, sex, and parent names. It has no correction history. Short form certificates are accepted by schools, employers, and most state agencies. The heirloom certificate is a decorative piece with no legal standing. A verification letter confirms only that a record is on file. It is not a certified copy and cannot replace one for legal or federal purposes.

Mission Birth Records Under Texas Law

Birth registration in Texas operates under Texas Health and Safety Code Chapter 192. Every birth must be registered within five days with the local registrar. In Mission, hospitals file birth certificates with the Hidalgo County Clerk, who then sends records to the DSHS Vital Statistics Section in Austin. Both agencies hold copies of Mission birth records.

Texas restricts access to recent birth records under Texas Government Code Section 552.115. After 75 years, records become public. Before that point, only qualified applicants defined under Texas Administrative Code Section 181.1(13) can request them. For those outside immediate family, a court order showing legal interest is required.

To correct a Mission birth certificate, use Form VS-170 from the DSHS Vital Statistics Section. Correction fees are $15 for most changes. Delayed birth certificate registrations are handled through the State Registrar under Texas Administrative Code Title 25, Rule 181.60. Historical birth records for genealogy can be researched through the Texas State Library and Archives Commission.

The Texas DSHS Vital Statistics Section is the state agency behind all Texas birth record processing. Mission residents can use this portal to order birth certificates, check processing times, and find information on acceptable identification.
