Ways to Get a Birth Certificate
Guadalupe County offers three ways to request a birth certificate. In person is the most direct method. Visit either the Seguin or Schertz office with a valid photo ID and payment. The fee is $23.00 per copy. Staff can issue the certificate the same day in most cases.
By mail, submit a notarized application with payment and proof of identity to the Guadalupe County Clerk's Office at 211 West Court Street, Seguin, TX 78155. Include a check or money order payable to the Guadalupe County Clerk. Do not send cash. Mail requests take longer, so plan ahead for time-sensitive needs.
Online orders go through VitalChek only. VitalChek is the county's only approved official business partner. Note that births in Texas prior to 1950 are not available through VitalChek and must be ordered in person or by mail. For any pre-1950 birth in Guadalupe County, contact the office directly.

Who Can Request Birth Certificates
Texas law under Texas Government Code Section 552.115 restricts birth records under 75 years old to qualified applicants. In Guadalupe County, as throughout Texas, qualified applicants include the person named on the certificate, their parents, siblings, spouse, children, grandparents, legal guardians, managing conservators, and legal representatives.
You must provide a current government-issued photo ID when requesting a birth certificate. For mail requests, include a notarized application and a copy of your ID. Records 75 years or older are public and anyone can request them. This applies to Guadalupe County birth records from 1903 through the year that falls 75 years before today.
Under Texas Health and Safety Code Chapter 192, births must be registered with the local registrar within five days. The Guadalupe County Clerk serves as the local registrar for births in the county. Records are then forwarded to the Texas DSHS Vital Statistics Section for statewide record keeping.
Texas DSHS Vital Statistics
The Texas DSHS Vital Statistics Section is the state authority for all Texas birth records from 1903 forward. If the county office is not the right fit for your situation, you can order through Texas.gov or by mailing Form VS-140, the Texas Birth Certificate Application, to P.O. Box 12040, Austin, TX 78711-2040.
State fees are $22.00 per copy. Online orders take 20-25 business days. Mail orders take 6-8 weeks. Walk-in service is available in Austin at 1100 West 49th Street, Monday through Friday 8:00 AM to 5:00 PM. For assistance, call 888-963-7111.
