Texas law restricts birth records under 75 years old to qualified applicants only. Qualified applicants include the person named on the certificate, their parents, siblings, grandparents, spouse, legal guardian, or legal representative. Records older than 75 years are public.

To apply in person, you need a valid government-issued photo ID. A driver's license, state ID, U.S. passport, or military ID all work. If you are getting someone else's record, bring documents that prove your relationship. Bring the full legal name on the birth certificate, the date of birth, the place of birth, the father's full name, and the mother's full maiden name.

Mail requests need a notarized proof of identification form, a completed application, and payment by check or money order. The clerk processes the request and mails the certificate back. Keep in mind that mail takes longer than visiting in person.

Texas Law on Birth Records

Birth records in Texas are protected under Texas Health and Safety Code Chapter 191. The 75-year confidentiality window applies to all Texas birth records. After 75 years, the record is open to anyone. This rule applies in Parker County just as it does in every other Texas county.

Certified copies from the County Clerk have an official seal and are accepted for legal and government purposes. Abstract copies from the state remote system are shorter and may not satisfy all legal requirements, particularly for passport applications. When you need the record for legal use, request a full certified copy from the county of birth.

Parker County's population has grown fast due to its proximity to Fort Worth. If you are looking for a birth record from the 1980s or later, the records are more consistently available, though they are still restricted for 75 years from the birth date.
