How to Get a Rockwall County Birth Certificate
Rockwall County offers three ways to get a birth certificate. You can go in person to the clerk's office, mail in a request, or order online through the county's official ordering system. In person is the quickest way. Online orders are convenient if you cannot visit the office.
For in-person requests, go to 1111 E Yellowjacket Lane in Rockwall. Bring a valid government-issued photo ID such as a driver's license, state ID, US passport, or military ID. The clerk will look up the record and issue a certified copy. Pay the $23.00 fee at the counter.
For mail requests, download the application form from the county website. Fill it out completely, attach a copy of your photo ID, and send payment. The completed form must be notarized. This is a state requirement for all Texas counties for birth certificate requests sent by mail.
Qualified applicants who can request birth records include the person named on the certificate, parents, grandparents, siblings, children, and legal guardians. Organizations and government agencies with a direct tangible need may also be eligible. If you are not sure whether you qualify, call the clerk's office before submitting your request.
Types of Birth Certificates Issued
Rockwall County issues birth certificates in two forms. Full copies are issued when the county clerk holds the original record. Abstract copies are issued for out-of-county births accessed through the state's remote system. Abstract copies may not work for passport applications, so check what type you need before ordering.
For births before 1964, if you are applying for a passport, you may need the long form certificate. The County Clerk can tell you what form they have on file for a specific birth year. If the county only has an abstract, you may need to contact the county of birth or the Texas DSHS state office.
Rockwall County also uses the state's remote access system to provide birth certificates for Texas residents born in other counties. If you were born outside Rockwall County but live here, the clerk can often pull up your record through the remote system and issue an abstract copy starting from records in 1926.
Note: Death certificates cost $21.00 for the first certified copy and $4.00 for each additional copy ordered at the same time. All copies issued by the clerk's office are certified.
