To request a birth certificate in person, visit the Hall County Clerk's office with a valid government-issued photo ID and $23.00 per copy. Staff will search the records and issue the certificate during your visit. Multiple copies ordered at the same time each cost $23.00.

For mail-in requests, you need to notarize your application and send a copy of your photo ID along with a check or money order. Make it payable to the Hall County Clerk. Mail everything to the courthouse address in Memphis. Do not include cash. Allow additional time for the round-trip mail and processing.

Texas limits access to recent birth records. Under Texas Government Code Section 552.115, only qualified applicants may request records less than 75 years old. These include the person on the record, their parents, siblings, children, spouse, grandparents, legal guardian, and legal representatives with documentation.

Corrections to birth certificates are handled through Form VS-170. Under Texas Health and Safety Code Chapter 192, the state sets the rules for what a birth certificate must contain and how corrections are made. The fee for correcting child or parent information is $15.00 through the state office.
