How to Request an El Paso Birth Certificate

Requests for El Paso birth certificates can be made in person at the courthouse or any annex, by mail, or through VitalChek online. In-person requests are the fastest. Bring a valid photo ID and your payment. Staff will look up the record and issue a certified copy on the spot.

Texas law under Texas Government Code Section 552.115 restricts access to birth records until 75 years after the birth date. Qualified applicants include the person named on the record, their parents, siblings, spouse, children, grandparents, legal guardian, or legal representative.

For mail requests, use Texas Form VS-140 from the DSHS at dshs.texas.gov. The form must be notarized. Include a copy of your valid photo ID and your payment. Mail the completed application to the El Paso County Clerk. Call ahead or check the website to confirm the mailing address and accepted payment types.

Online requests through VitalChek are authorized for El Paso County. This option adds a vendor service fee on top of the state's $22. If you want to avoid the extra cost, go in person or mail your request directly to the county.
